Is now the best time to visit Japan?


Japan is a popular travel destination, and several changes are coming into effect in mid 2025 that will affect tourists. 

One significant change is the introduction of the Japan Electronic Travel Authorization (JESTA) system, similar to the ESTA in the United States. This system will require travelers from visa-exempt countries to obtain online pre-approval, enhancing security and streamlining entry processes. JESTA is expected to be fully implemented by 2030.

Another change is the implementation of a Pre-Clearance system, starting with a pilot project in Taiwan in January 2025. This system will allow travelers to complete border formalities before their flight, reducing waiting times upon arrival in Japan. 

There will also be changes to Shinkansen travel, specifically on the Nozomi line, with a reduction in unreserved seats from March 15, 2025. Travelers are advised to book seats in advance.

Tax-free shopping regulations are also being updated in 2025. The new system will involve paying the full consumption tax at the time of purchase, with a refund claimed upon departure. Personal export obligation will be enforced, and the refund process will be digitized. Additionally, some sectors will introduce dual pricing models, where foreign tourists may pay higher prices than locals, as seen in ski resorts, historical sites, theme parks, public transport, and cultural venues.

Osaka will host Expo 2025 under the theme "Designing Future Society for Our Lives," which is expected to draw millions of visitors. Early accommodation and ticket planning is recommended. Japan is also focusing on sustainable tourism, aiming to have 100 regions implement environmentally friendly practices by 2025, with 50 destinations receiving international recognition.

Finally, there are new fees and services to note. The hiking fee on Mount Fuji will increase, and some restaurants will introduce a FastPass system, allowing travelers to bypass lines for a fee. These changes in 2025 aim to enhance the travel experience while also addressing security, efficiency, and sustainability.

5 New Regulations for Travelers for 2025

Here are 5 new regulations for those traveling in 2025 and beyond. 

  1. REAL ID Enforcement for Domestic Flights:

    • Starting May 7, 2025, all U.S. travelers aged 18 and older will need a REAL ID-compliant driver's license or identification card to board domestic flights.   
    • This enhanced form of identification meets federal security standards and will replace traditional ID cards at airports and other government facilities.

  2. ETIAS for Travel to the EU:

    • The European Travel Information and Authorization System (ETIAS) will come into effect in May 2025.   
    • This system requires Americans traveling to EU countries without a visa to apply for authorization before their visit.   
    • Once obtained, the ETIAS authorization is valid for three years or until your passport expires, whichever comes first.

  3. Enhanced Consumer Protections for Air Travel:

    • New federal regulations have been implemented to protect air travelers.   
    • Airlines are now required to provide automatic refunds for canceled flights, clearly define significant delays, and offer refunds on baggage fees for extended delays.

  4. Modernized Border Control Systems:

    • The European Union Entry/Exit System (EES) will modernize border control by replacing manual passport stamping with electronic tracking.   
    • It will log traveler entry and exit details, store biometric data like fingerprints and photos, and monitor authorized stay durations to ensure compliance with visa rules.

  5. Passport Validity Requirements:

    • Many countries require passports to be valid for at least six months beyond your intended stay.
